1)  How long have you owned the property in Cascade Woodlands?  This property has been in our family since about 1984, we have used one of our parcels since about 2014, and have owned since 2018. We recently acquired another property within the community as well. 

 

2)  Were you informed that the LOA had a 60-ft easement to the river high water   mark before purchase?  Yes 

 

3)  Were you informed that the LOA had a boat ramp before purchase?  YES

 

4)  Did the boat ramp play any part in you purchasing the property?  YES

 

5)  Have you ever used or want to use the boat ramp to launch any type of watercraft?  YES, since acquiring these properties, we have also acquired several water craft to include a jet boat, a Seadoo and multiple kayaks and rafts. We enjoy having guests, friends and their families down to enjoy the area and river amenities. Many friends and their children have been able to enjoy experiences together that will never be forgotten due to our ability to access the river. 

 

 
6)  Do you believe that you and guests should have the right to use the boat launch?  YES, while we have been blessed with the friendship and accessibility of the Messmore’s private boat ramp, many of our guests and heir children have been uncomfortable with the rapids between that boat launch and the community boat launch. We have been able to take a trailer full of kayaks and inertubes to the community launch to provide security and confidence to our younger and newer floating friends. 

 

 
7)  Do you believe the LOA members should have the right to park in the 60-foot easement?  YES, on a limited basis, we believe that the residents of the community should have the ability to launch a boat and park the trailer and vehicle, unlocked, with keys in ignition in case it needs to me moved, while the boat or water craft are out on the river. 

 

8)  Do you want to be held liable due to emergency vehicles not having uninhibited access to the river costing them precious seconds?  NO

 

9)  Are you, or a family member, or do you have handy-caped guests that would have issues getting to the river due to the present situation?  YES, My parents are older and I have a blind nephew. The access as it was, was lovely as we could all go down together in the car and enjoy the view or launch the kayaks for my father or blind nephew. 

 

10)  Do you trust the present LOA BOARD to do the right thing for the LOA membership?  NO 

 

11)  Have you read the information on this matter which I gave Marty to put out on the Cascade Woodlands Website which the Board has and has had since the   beginning of this matter.

Good evening William,
I appreciate you sending out this survey. You are asking a lot of very important questions whose answers need to be utilized by our LOA Leadership.
My responses are below.
1)  How long have you owned the property in Cascade Woodlands?  17 months.
2)  Were you informed that the LOA had a 60-ft easement to the river high water mark before purchase?  Yes. By our realtor who toured Cascade Woodlands.
3)  Were you informed that the LOA had a boat ramp before purchase?  Yes. It was shown to us by our touring realtor.
4)  Did the boat ramp play any part in you purchasing the property? Yes. It was one of the big incentives for us purchasing our house/property.
5)  Have you ever used or want to use the boat ramp to launch any type of watercraft?  Yes. I was looking at fishing boats just before this issue started.
6)  Do you believe that you and guests should have the right to use the boat launch? Yes. This was usable for the community for decades, it shouldn’t change.
7)  Do you believe the LOA members should have the right to park in the 60-foot   easement?  Yes. It would be contradictive to its convenience having to shuttle yourself there.
8)  Do you want to be held liable due to emergency vehicles not having uninhibited access to the river costing them precious seconds?  No. Hence why it needs to be public access. If an injury occurs at shore, EMS need immediate access.
9)  Are you, or a family member, or do you have handy-caped guests that would have issues getting to the river due to the present situation?  Yes. My partner is physically handicapped. The rocky shoreline near the parking area can be difficult to traverse for her. Having a boat ramp would be incredibly better and safer.
10)  Do you trust the present LOA BOARD to do the right thing for the LOA membership?  No. We’ve been sitting on this for so long now. Why are we now talking about repaving the road with our funds, it’s fine as is. Use the funds to put this issue to bed. Priorities seem mixed up among our leadership.
11)  Have you read the information on this matter which I gave Marty to put out on the Cascade Woodlands Website which the Board has and has had since the beginning of this matter. Yes. Marty put together an excellent summary.
 
As a final note, being honest here, as a newer member of the community, I feel like I’ve been ripped off. We were shown and told quite a lot about the benefits of living in Cascade Woodlands, to include the public river access with a community boat launch. Not having access to the river is me spending something like $80,000 for no reason. If the one household at the river wants to have private river access, they oughta shop for property offering private river access, not take away from their neighbors and community.
This “He said, she said” needs to stop. We need proof and decisions made.
 
This is how I feel, admittedly quite frustrated.
