Here is an interesting piece of history as it relates to the community boat ramp that was intended to be provided for all community residents. This was provided by longstanding residents of the community and was intended to be shared with all community members for a better understanding of the current situation. On another note, at the last annual meeting, it was determined that a member of the community was to look into parking permits to address the issue down at the boat ramp and gravel bar area. As we have not heard that any action has been taken, another member of the community took the initiative to explore this issue. Attached is an estimate from a reputable service provider for review:

As no one has informed us of any updated status regarding this situation, and as I will be running for president, and this will be high on my agenda for permanent resolution, I am outlining a proposed solution here and now. Community input is highly encouraged, please share your constructive thoughts. This is based on a solution structure that was provided by the previous owners:

My proposition would be this:

The current owner shall help the CWLOA community, for the purpose of permanent resolution and goodwill, by participating in the drafting and recording of an easement attached and related to the property title in question that will permanently allow the intended access to the area described. 

In consideration of this act, the CWLOA shall be willing to:

Purchase and provide parking permits to the landowners to permanently affix to the windshields of the authorized vehicles that will use the intended area.

Purchase and provide GUEST permits (1 per lot, total of 33 produced, with tracking) that will be provided by the landowner to any guest that will be using the area on behalf of the landowner.

Provide signage that stipulates this is a private property area and only authorized users with permits may use this area as designated or will be towed immediately. 

Provide a contract with a local towing organization that the landowner (Lot 11) will have 24-hour access to for the removal of non-authorized vehicles.

Provide a payment method that will pay for this service from CWLOA funds.

Provide amendments to the bylaws and or Covenants to allow collection from the individual landowners that have allowed guest access without being in attendance with or having provided a GUEST permit and/or proper instructions to guests. Any unauthorized users that have gained access and who are not affiliated with any current landowners will have to pay their own impound fees to collect their vehicles which will reimburse the CWLOA for the expenses incurred. 

This is a simple and fair proposal that should be offered to the current landowners to resolve this longstanding issue. The failure of the previous CWLOA management team to put this to bed has caused irreparable damage to the fabric of the community and it is time to permanently resolve this issue. In fairness to the current property owners who were misled by the last sellers, and in fairness to all lot owners who are entitled to the benefit of the intended access to the river without needing to ask permission, we, as a community, need to resolve this issue permanently now.
